Rubbing the laptop metallic surface a sight vibration feel (Buzz), while charging !!!!!!!

On Acer predator Helios Laptop, When it is charging state and if we rub with our finger over the metallic surface a sight vibration feel (Buzz), Why is that happening?
Q1: Now my question is how today technology on Acer predator laptop handle the scenarios?
Q2: How bad is to the laptop?
Q3: Ways to handle the scenarios?
Q4: Is Insurance is a solution If I couldn't correct the power supply?
Note: On battery everything is fine.

    Your power outlet is to be blamed here. Ensure it has proper grounding. Or connect to the one which is properly grounded. I had shocks as well initially but after changing my socket, I no more have even a slight vibration feel anywhere on the laptop.

    It's not only for the laptop you should have your house properly grounded it will affect any electric device no matter what
