Intel Turbo Boost being unnecessarily used Nitro 5 AN515-54

I recently bought a Nitro 5 AN515-54 with a Intel i5-9300H 2.4GHz which Turbo Boosts up to 4.1GHz. Even when just using Chrome with multiple tabs, and with a CPU Utilization at just ~15%, the speed goes over 2.4GHz. I've seen that Intel Turbo Boost is only used when necessary but I'm not running programs with needs high cpu usage. just in practical use and low cpu utilization, it still activates. Is this normal? If not, is it best to disable Intel Turbo Boost or is it okay to leave it on? I want to maintain a good lifespan for this CPU as well.

    It is perfectly OK to leave Turbo Boost on and let it control your CPU,  however if you are experiencing excessive CPU temperatures above 90 deg while gaming, that would be a different matter

    Thanks! Also, is it useful to turn off Intel Turbo Boost while on battery? (i.e reducing maximum processor power state from 100% - 99% in power plan settings for 'On Battery')
