I played a game, it runs smoothly or long times until recently the game was freezes, not just the game but also the Windows Game Bar (Recording Window) freezes. I can't switch to another window by pressing alt tab it was literally frozen. So I decided to power off by holding powet button and turn back on. And then I started to play the game again I noticed fps fps  every like second... I don't know why. I reset the Windows 10 yesterday and today I test with different game. Still it's the same. I guess this is hardware problem.

    Thanks for answering. I heard news that Windows 10 1903 uses high CPU usage. So I decided to switch to other operating system. This fixes the problem.
