    Good evening barolasha !

The clock base of this processor (i3-8130u) is 2.2Ghz.
For the system to boost, you must be using a high-performance Windows plan and plugged into a power outlet.

    Hi,
Go to Acer support site and download Turbo boost driver version 11.7.0.1067 and install, reboot and see whether it helps.

Even using high performance plan and plugged into power outlet?
Have you checked in MSCONFIG if all colors are marked to boot?

i have A315-53 model with core i5 8250U cpu. it never reaches its advertised turbo speed of 3.4ghz.
i think it is due to the power limits set in the bios by Acer. it does not go over 15W power limit.
on bench marking tests like prime95 etc , for a few seconds it will go upto 3.3ghz
(i think for that 28 seconds turbo limit) , during these moments the power limit does go above 15w for a very short while.
After those initial burst, the laptop will settle at around 2.3 -2.4 ghz speed at 15W power limit draw. the rest of the test will be at that speeds only.
i have tried using Throttlestop to change the power limits, but it has no effect.

Acer has very tightly set the 15W limit in the bios. or it could be windows os oohing , i dont know.

so your core i3 cpu is limited by the 15W power limit which will not let it turbo to high speeds for long time.
