HDMI port stops working after every reboot

Hello all, 

I've been having this issue on my I have an Acer Aspire 5 (A515-51G-53MR) for about 6 months now:

HDMI port works just fine until I need to turn of or reboot my PC.
When I do, EVERY TIME, the HDMI port stops working.

It's not my monitor because it happens with other ones and different HDMI cables. The solutions that "sometimes" fix it are:
- Rolling back Intel HD Graphics card driver
- Booting into safe mode and then rebooting normally
- Reflashing BIOS firmware

Right now, it's not working and I've already tried these methods to no avail.
Does anyone have an idea of what could be the problem?

    Uninstall the Device from Device Manager
    • Open Device Manager
    • Expand the Display Adapter section.
    • Find the Display card Driver.
    • Right click Display card Driver and select Uninstall.
    • Select the check box delete the driver software for this device.
    • Reboot the computer after uninstall process has finished. 

    Uninstall the Device Drivers from Program List in Control Panel

    • Click on start, select Control Panel
    • Now click on Programs and select Programs and Features.
    • Find the Display card Driver.
    • Right click Display card Driver and select Uninstall.
    • Reboot the computer after the uninstall process has finished

    I was able to uninstall the driver from Device Manager but it doesn't show up on Programs and Features. 
    So far it's still not working. The graphics card is Intel UHD Graphics 620.
