I have a friend with an acer laptop that did an auto upgrade to windows 10.  But now Microsoft Edge and Windows 10 do not save favorites or shortcuts on a reboot.  I am beginning to believe that Windows 10 did not install completely.

    It's possible. There are a couple of things that can do that and aren't too uncommon. If the C: drive has errors the OS will often put it into a write protected state to help keep it from getting worse so no profile changes get saved. The solution to that is to run the full error check on the drive so the problems get fixed. You can also see that with a corrupted user profile. The easiest fix for that is to back up user data (Documents, Music, Videos, etc.) then create a new user, copy the backed up data to the new user and delete the old user.
