CPU fan not working after motherboard replacement

Anyone got experience with this. Got my motherboard replaced by Acer and I guess the fans too. Tried reseating cables, reinstalling windows, reinstalling pred sense , none worked. Really not trying to send this back  to acer for another two weeks. Cpu fan will intermittently move then stop. Video in link (acer predator Facebook page.

    Maybe cpu temp is not high enough to start, if it reaches 50-60C it must run
    What’s the bios ver?

    Latest bios 1.26. And I set the fans to run on max to test that so shouldn’t they be forced to ramp up despite the temp

    Yes both fans must run at 5000 rpm if you choose Max speed

    Yeah then no. Gpu runs at 6k on max. CPU remains at 0

    You may swap connectors of the fans and check

    So to update. I swapped the connectors (or at least plugged the CPU connector into the GPU as it would reach the other way), and the same issue happened with the CPU fan. This makes me believe it's only the CPU fan that has the issue. I'm assuming I'm going to have to have it serviced again but I don't want to wait 2 weeks for it. Can someone explain to me how taking my part to a service center works? Hoping they may do it faster.
