Battery not charging

Hi, 
my Acer Aspire E5-575G, Battery AS16B5J PANASONIC, Bios V1.10 07/21/2016

battery says " 5% available (plugged in, charging)" but it really doesn't charge and laptop doesn't even start up w/out plug to power adapter.
The laptop is just 3 years old, it seems too early for battery end-of-life. What can I do before change it?

    Go to the elevated command prompt.  Enter 'powercfg /batteryreport'. Then return to the desktop. Open file explorer. Then search for' battery-report.html' in the c:\windows\system32\ sub-folder. Double-click to open it in the browser. Compare design capacity with full charge capacity. Post screenshot if possible. Jack E/NJ

    Open Device Manager. Click on 'Batteries' folder. Uninstall ALL the drivers in the folder. Exit Device Manager without trying to re-install any of them. Shutdown. Turn the machine back on and let Windows auto re-install the drivers. Report back. Jack E/NJ
