When playing CS:GO my Nitro 7 AN715-51-79CU doesn't even run at the base frequency mentioned which is 2.60 GHz. [this is when laptop is not plugged in, when plugged in it goes around 3390 MHz]
I used XTU to check my CPU usage and temp, it was switching between power limit and current limit throttling as YES.
Should i undervolt it or send the laptop back.

Modern gaming laptops are not designed to run games on the battery only and will throttle back automatically. They are only designed to game when battery is at 100% BEFORE gaming and Kept plugged in while gaming. Please click YES if I answered your question

    so this is normal.

Yes it is normal and how it is designed to operate, the laptop is NOT designed to game on battery, High Performance can only be reached when plugged in. If it didn't throttle back on battery then the battery life would be terrible and the power demand can damage the battery. If I have answered your question please click YES, thankyou

My laptop shows Current Limit Throttling as YES when i open XTU and when i did a CPU Stress Test it shows power limit and current limit throttling as YES and switches between both.
