    Good evening giricahunik !

What EXACT model of your laptop?

There are absolutely no errors regarding the clock.
Laptops have different architecture than standard computers and both processor and GPU only achieve maximum performance when using high performance power plan and plugged into a power outlet.

No existing battery can provide continuous power for a system to achieve peak performance.

There is no solution, your model is locked at at 1.6 on battery and cannot be overclocked, modern gaming laptops are designed to run on High Performance on AC power only. Sorry but that is the answer to your question.

my laptop model is Aspire A315-41

    Model Name: A315-41|Part Number: NX.GY9AA.012,

the laptop a system with ryzen 5 2500u with base clock 2ghz boost clock up to 3,6 ghz.

ram ddr4 2400mhz dual channel, 128 gb ssd, 1 tb harddisk, bios version when i buy is f1.05, i upgrade to 1.15.

i ask about this problem because the laptop limit its performances ridicilously, clockspeed locked to 1,6 ghz and cpu utilization locked upto 80% while on battery. in any online forum other brand with similiar problem (with the same cpu of course) already get fixed with bios update, then i try bios update but nothing change. i just want my laptop work as what it should be, we use laptop mostly mobile not in charge. limitting performances is unacceptable, at least give option to disable this thing when iam using the laptop on battery

Firstly, your model is an AN515-41 there is no AN315. Secondly, I agree it should be your choice but unless you are gaming there should be very little difference in performance when throttled back to 1.6. If you are gaming then you would see a difference. However most gaming Laptops are designed to only work on High Performance when on AC power because there isn't a battery invented that will operate on High Performance for any appreciable length of time., so the BIOS option that can be offered is practically useless and because some offer it doesn't make it a good thing to do. oh really? its model number directly come out from Serial Number i input on acer support website. "should be very little difference when throttled back to 1.6. If you are gaming then you would see a difference"?  even in multitasking its feel laggy, and rendering time is twice longer than in charge. again, we buy laptop so we can use its performances in mobile condition, while i must use it on AC power i would build a pc instead. Thanks for answer my question here but i just hope that community leader like all off you that try to answer my question, can deliver this to acer , other brand laptop already fix it almost a year ago. windows has power plan to adjust battery life. its better to adjust with that windows feature rather than limitting the cpu. this brand not even giving transparant information about how they limit the performance when on battery. if so, i would not buy this laptop in the first place.

My apologies on the laptop number, I was looking for AN315 instead of A315. On the lag issue, I don't lag at 1.6 but I have 16gb of RAM so you might want to upgrade your RAM if it's below 16gb. The link below is guaranteed compatible RAM for your model. Hope this helps

As has been reported even by friend andy lb, it is not a question of Bios, updates, etc.
The physical construction of the processors limits clocks when the device is not plugged into a power outlet.
This is a fact and no type of upgrade or update can "fix" it.
So the issue is not with Acer or another developer, but with Intel and AMD.
