The monitor is set as the audio playback device and the meter shows an output signal.  The monitor is connected via HDMI on a Windows 10 Pro Acer Aspire.  The volume on the monitor is at 100%. There is not one sound coming from the speakers.

Some of the KA241Y SKUs don't have speakers. Does yours have a line-in jack? Does it have a line-out jack as well?

It does have a 3.5mm audio input, volume control in the osd menu and shows in both the device manager and sound playback properties that it is active and showing level outputs on the device properties.

OK, in Windows open Settings; System; Sound and verify the playback device is the HDMI port.

Yes.  The playback device is set to the HDMI monitor.  I may just have to add another wire... a m/m 3.5mm... even though this should work.
