Acer Repair - Texas Facility?

Hello there!

Just a few random questions I had rolling around in my head.

1.  How easy is it to detect power surge damage on a laptop versus general hardware failure?  Is the signature unmistakable?
2.  If a laptop is identified as damaged by a power surge, will Acer repair under the standard 1 year warranty or be sticklers about it and refuse repair?
3.  How common is it for them to send out a replacement instead of repairing the item that's under warranty?

And more of a general question:

How resilient are modern laptops to power surges?  Has it gotten to a point where you really should always hook up your computers to strips with power surge protection to be safe?
