Acer Switch 10 - horizontal dotted lines on blue background - booting problem - Windows 10

Hello

My Acer switch 10 won't boot - it shows ACER logo, I can enter BIOS but Windows, all of a sudden, won't boot showing only horizontal dotted lines on blue background - see pictures.
After a while it switches itself off.
Yesterday after many trials I succeeded and booted into Windows once, however screen was blinking all the time, looking like it was killing all the tasks, including File Explorer repeatedly. I restarted and could not boot again - the dotted lines symptoms started to show again.

Any ideas? Can it be a hardware failure?

    it looks like a graphic card issue, so an hardware problem.

    However boot splash screen and BIOS display perfectly.....

    Ok, you can try to boot in safe mode pressing F8 key at boot and select Safe mode.
    Then uninstall the graphic driver adapter and relative software from device manager and reboot.

    Likely the issue only shows up in some resolutions, it can still be hardware, just only showing at specific frequencies.
