Start-up, Shutdown and BIOS Issues with a Aspire ES1-533

As a part of trying to address a behaviour issue I have been looking at the BIOS.  The actual problem is that the computer takes about 30-40s to even get to the ACER screen, it then boots fine (to an SSD).  However "Shutdown" never completes normally and leaves the light fixed on, needing a forced power down.  If I restart instead of shutdown, it happens in a few seconds which is what I would expect.  I have tried hibernate enabled and disabled (through cmd>powercfg), and with fastboot on and off (through the control panel > power scheme).  In the current BIOS, Secure boot is set to Custom and I am unable to change that option.  TPM (TCM) is disabled.  Any  ideas and thoughts welcome.  Device is about 2 years old, so out of warranty.

Exploring solutions, I have also looked at the BIOS.  I am on BIOS 1.16, and when I use the files from the Acer website, to upgrade to 1.18 or 1.19, the installation .exe unzips, runs and when the computer reboots it gives a DOS message "Error: Invalid Firmware Image!!!".  It won't let me install an older version than 1.16 and 1.16 is no longer shown as an option in the list of available downloads.  Anyone any ideas?  Is it possible to do a manual firmware update on this model?  If so, instructions?

    *Update - tried starting in safe mode, and shutdown worked fine.  Then tried in standard mode and it also shut down fine... go figure....  My issue with the BIOS remains, and looking for help to update.
