Why does plugging in my PC make it slower

So I bought the Acer Aspire E5 576 392H, about a week ago. Works great with these specs; Intel core i3 8130U @2.2GHz, Intel UHD Graphics 620, 6GB DDR3 RAM and a 1TB HDD. Windows 10. So doing daily tasks, watching movies perfect, running at 3.4GHz with turbo boost. Gaming works well as well running at 40-50 in most of the games I play at max but when it reaches 15% (when battery saver turns on) i say ok, time for it to charge, and i realise that the frames dropped drastically to 20-25. I pulled out the charger, back up to 50fps. So I checked my power plans etc. It was at high performance. CPU running at max speeds of 3 and up but when I charge it, it decreases in speed. It now reaches at 1-2GHz. I want to know why is this because with my old laptop AMD I used to charge it and it use to work good. And btw I'm new with Intel. So tell me what I have to do for my PC to move as fast as does charging when its not. But other than that it works fine.

    Try balanced mode instead. And BEFORE starting heavy gaming loads, battery should be near 100% charged and plugged in. Jack E/NJ
