Acer Iconia Tab 8 B1-810 Bootloop (After sitting for a while)

Hi, I recently got my hands on a used Iconia tablet (B1-810) but it's suffering from a bootloop, (According to the previous owner it was working perfectly, but after sitting unused for a while it wouldn't boot) it will go to the "Powered by Android" screen, then turn off, if I turn it on again it does the same thing.
I am able to enter recovery mode, then from there fastboot, and demo boot, but the touchscreen doesn't seem to respond in demo mode.

Anyway, from what I've read it looks like I need to have USB debugging enabled/bootloader unlocked to fix it, (I saw where reflashing the stock ROM would fix it) but I can't enable USB debugging because of the bootloop, and can't unlock the bootloader because lack of USB debugging.
Anyway, if there's anything I can do to fix this, let me know!
