Trying to enter Safe Mode

This system has something in the startup config and throws up a Visual C+ error when booting and hangs there.  I cannot get any further into the OS.  I am trying to boot to safe mode and spamming F8 will not allow me to force the boot menu selections.  It seems that the system boots too fast to recognize the key strokes I am entering.  Any suggestions to be able to get to safe mode?  
If this is not possible, is there a recovery partition that I can boot to and reload Windows from?  How would I access that?  Any help is greatly appreciated.

    What EXACT model of your laptop?
    To reinstall the factory OEM system, simply press ALT + F10 when you turn on the power before displaying the Acer logo.

    This is an Aspire S7.  Pressing the Alt and F10 keys, or holding them when power is applied does not put the system in recovery mode.  I viewed several  Youtube videos and attempted that before I created the post, however I missed adding that into what I had performed.  The system continues to boot to the corrupted OS and displaying a Visual C+ window and locking up.

    interrupt the boot process 3 times and the laptop will automatically boot to the repair mode. from there you can select to boot in safe mode.
