What would the damage be if I put 19v charger  threw a 12v laptop would it cause the processer to go

    This is not recommended. There is a distinct possibility that the device could be damaged.

    Most circuits are designed to operate over a narrow range of voltages. Operating outside of this range could stress components leading to shorter life for the device. Just because it works when you plug it in does not mean all is good.

    This is the best answer I can provide without knowing more about the device and charger. There will be some combinations that work perfectly well with the mismatch. There may be other that will be immediately damaged.

    As an example, to keep costs down a engineer may assume an input no higher than 14 VDC. This engineer may select 16 VDC rated electrolytic capacitors. The life of the capacitor will be reduced at 19 VDC.

    NOTE: Laptop's processor will not affected directly. However, laptop battery will be affected.
