Acer Aspire VN7-591G dead - AC adapter voltage being downgraded

My device shut itself off in the middle of me using it, and would not turn back on. I've disassembled it, and it won't turn on even with all the extra peripherals disconnected. I hooked a multi-meter up to the AC adapter, and it was reading the correct voltage. I then connected it just to the DC power jack, and the voltage stayed correct. I plugged the other end of the DC jack into the motherboard connection, and the voltage went almost all the way down. When I disconnected the AC adapter and tested it again, it showed the same very low voltage. I even recreated these steps multiple times to ensure I wasn't crazy or stupid.

Would the AC adapter voltage being downgraded when connected the the motherboard be an issue with the adapter, or the motherboard?
