Why isn't "Reset this PC" an option for me?

So, i dont know my current password, neither have i created a USB recovery drive before. That being the case, people usually factory reset or restore using USB drive. But i dont have any of those options. I have four options on the recovery section. 1. Continue 2. Use a Device (Has three options for windows recovery, EFI USB, EFI DVD/CDROM and EFI Network)  3. Troubleshoot 4. Power Off. When i click on EFI USB or EFI DVD, it says that the system doesn't have any USB or DVD boot option, and then clicking OK takes me to Boot Manager. Its nothing here except Windows Boot Manager, clicking it takes me to the log in screen. And also about BIOS, it requires the current password to access it, which like i said i dont remember. Do you guys think bootable USB might work in this case? Any tips are appreciated.

Thanks, i can see the options now. I do have a question regarding the "Refresh your PC" option. Does it remove the password as it refreshes the system? If it doesn't i might go for the "System Restore" as the final act.

Restoring the factory system will remove all settings, updates, software, and device data.
If you do not remember which password to access aunica way would remove the HDD and use an external case to back up dod data before the process.
