connect thunderbolt 3 device (uaudio arrow) to Aspire TC-885

Hi Folks
my son has an Acer Aspire TC-885 core i7-8700 running windows 10
he wants to buy a Universal Audio Arrow thunderbolt 3 audio interface

does he need to buy a Thunderbolt 3 PCIe card to connect this device
and, if so, are there any recommendations 
I have read that the motherboard has to be compatible with Thunderbolt 3 for this setup to work
does anyone know if his computer is compatible and would work with Thunderbolt 3 devices

    There are boards that offer DP, USB 3.0 and TypeC connections with Thunderbolt 3 support.
    The main question would be a PCIe 3.0 x 4 slot

    would theAspire TC-885 core i7-8700 support a Thunderbolt 3 card?
    can anyone confirm that the motherboard is compatible and if so, which of the 2 available slots should be used?
    Also, are there any cards that have been verified to work?
