How to enable usb debugging(in command prompt) and recover files from a broken tablet b1-770?

My screen is broken and locked. I couldn't backup my files. A lot of bs recovery apps did not actually work because of enabling usb debugging is required obviously. Is there any way to enable usb debugging mode through command prompt in windows?

    Not really, it's an Android function, not a Windows function. If you plug it into a Windows machine, does it show up as a drive or two?

    yes, It showed up as a drive with the name "B1-770" it didn't show its files. the tab is locked btw.

    Dang, normally when they show up as a drive you get two folders, one gives the user data on the tablet and the other user data on an SD card.
