I have two identical Acer Aspire desktop PC running Windows 10. I did a system restore on one of them and now it's asking me to contact the system administrator. I'm not able to do anything and no Fox appears to enter a password.

Can I use the other identical PC to repair the other one using Acer eRecovery Management Select Create Factory Default Backup?

If this is possible will both computers have the same Microsoft Windows 10 Key Code that might cause an issue?

I'm not positive, but I believe you are right in that they would both end up with the same key, causing conflicts with Microsoft's licensing checks. Better to go ahead and do a reinstall off an ISO image for the problem PC. Make sure you've got at least the network drivers downloaded and ready to install. Once the network is up you can pull down the rest of the drivers from the Acer support site and get them installed too.
