I have an Acer R11 Chromebook that is about a year and a half old. In the past few days when I have tabs open and close the Chromebook, I have noticed that when I reopen and log back in my open google chrome tabs are always frozen. I am forced to hit the power button to unfreeze me Chromebook. This happens every single time I shut my Chromebook and reopen. How can I fix this issue?

A factory reset should resolve this issue. The below mentioned steps will erase all the information on your Chromebook's hard drive, including all the files in the Downloads folder.
    Sign out of your Chromebook.
Press and hold Ctrl + Alt + Shift + r.
    Select Restart.
In the box that appears, select Powerwash and then Continue.
Follow the steps that appear and sign in with your Google Account.
Once you've reset your Chromebook. Follow the onscreen instructions to set up your Chromebook.

Nope, you should back them up first if you don't want to redo the downloads.

Before Powerwashing, try opening a second instance of Chrome as an new window and entering  chrome://settings/clearBrowserData.

If Powerwashing seems necessary, the only files that might be lost are those in the folders shown under "My Files" in the Files app. Those are the Downloads folder,  Play files, and Linux files, plus possibly some files from an external SD card. You shouldn't be storing things of importance in Downloads, because it defeats the primary advantages of cloud computing and Chromebooks, but since it is the default download location, there's probably something you need in Downloads.

-If you have an external SD card installed, copy the contents of Downloads to it and after powering off your Chromebook, remove that card.
-If you do NOT have an external SD card installed, copy the Downloads contents to a folder on Drive (My Drive)

If you have Play Store app installed, after Powerwashing I suggest NOT accepting  the "offer" to install the Play Store until after you check out that Chrome browser tabs are working right.  Manually activating the Play STore from Settings later will reinstall all your Play Store apps.   Any Linux apps you've installed will need to be reinstalled.
