What exactly are response times and how do they affect my gaming experience?

I have an Acer Predator Helios 300 PH317-51 and I recently read that it has a response time of 25 ms. I read that response time is the time that pixels take to change from white to black / grey or something like that. What I wanna know is...does it affect my gaming experience? Does a 25 ms response time mean that the input delay is 25 ms? I've been playing Fortnite for quite some time now and I've noticed that there is in fact a slight input delay while aiming especially when using an SMG and tracking an enemy with it. I know that vsync increases input delay and I have it disables on all my games, but is the input delay of my mouse (A somewhat premium mouse - G502) caused by the response time which prolongs the time a pixel takes to change shades? Or is it because I'm playing on 60 FPS and playing on a 144hz monitor would make it better or what exactly?

    The only thing i can say here is that fortnite along with a couple of more games are really bad optimized games and everyone even with gtx1080 are having issues with it did you optimized your windows and undervolted by any chance and how are your temps i dont play fortnite though but i play Anthem on ultra full screen vsync off on my i5 7300HQ 1050ti and i get from 35 to 45 fps and my temps are cpu 68 gpu 63 max and yeah having a 144hz its always better for the pros but for the play once in awhile gamer doesnt matter too much
