Is there any way to control your processor clock speed in predator helios 300?

My Laptop Specs are:-
i5-8300h (2.3ghz ~ 4ghz)
1060 6gb
16gb ram
i want to run my processor at constant 3ghz is that possible by any means?

    What is the reason you want to control the CPU's clock speed?

    You can do that using throttlestop. Open throttlestop, then open FIVR and you can manually select the max clock speed of the CPU from 'Turbo Ratio Limits. It can't go lower than the base frequency by the way.
    Always post the following characterisitcs of the device:
    -Model number
    -Part number(not required, but helpful)
    -CPU
    -GPU
    -Operating system

    Helios 300 and Nitro 5 users DO NOT update the BIOS to version 1.22 if you don't want the keyboard's backlight to turn off after 30 seconds even when the device is plugged in.

    Reason is all i want to reduce my cpu temp because it goes upto 98 C and if i use my base clock to play games then that pretty dumb thing to do so i wanted to set a safe clock speed to maintain a balance between temp and performance.
    I am getting some problem using throttlestop, when i changed the clock speed to 3.1ghz, task manager was also showing 3.1ghz and even when i started BF V in menus it was all ok my afterburner was showing 3104mhz but as soon as the game started clock speed dropped to base speed (2.3ghz). Is there any permanent saving option or is it just like that?

    Import this attached power plan if you are on windows 10, and select it, and let me know if that helps. This is a custom lazy power plan that helps keep CPU cooler waking up cores (and ramping up too) only when absolutely needed. There isn't any performance hit that is noticeable. This would help quite a lot when used in conjunction with ThrottleStop.
    If you do not have processor advanced options enabled, you won't notice them, but rest assured, they keep working in the background.

    Also one of the primary reasons this could be happening is how windows 10 aggressively sets power plan to performance plan without even intimating the user.
