Cpu blocked at 2700mhz

So, after a long time trying to see the problem with my notebook, i noticed that the most the cpu clock goes is 2700mhz (using afterburner to keep track). In games like pubg when i drop in places with so many people, the game runs too slow ( less than 40 fps). Is it normal? Does it habe a solution?

    I need device's model number.

    Download HWiNFO and check what the CPU and GPU temperatures are during gaming.
    Always post the following characterisitcs of the device:
    -Model number
    -Part number(not required, but helpful)
    -CPU
    -GPU
    -Operating system

    Helios 300 and Nitro 5 users DO NOT update the BIOS to version 1.22 if you don't want the keyboard's backlight to turn off after 30 seconds even when the device is plugged in.

    Check your laptop specific drivers on Acer site, and reinstall the turbo boost drivers. Also check your power plan settings and ensure CPU max performance is set to 100%, and min to 0%.

    @viniguitton as it was already asked above by @ven98 if you would please specify the complete model and specs iy would help as we cannot guess what u have there and also try/check what @sri369 stated

    sorry guys, its a helios 300 with 1060 6gb and the i7-7700hq, 16 ram  with a SSD Kingston A1000 M.2 2280 240GB Pcie NVMe

    im using throttlestop and it worked for a while until i noticed that the cpu clock its stucking on 2.708mhz. I dont know what to do

    ok, i checked it. i dont know why but the minimun on battery was 5% and on ac was 100%. setting both to 0% should help?

    That's the windows high performance plan. Set it to balanced, and set minimums to 0 on both battery and power, on all plans.
