GPU usage level at 50-60% at all times. Any fix?

My laptop is Predator G3-572, not matter what game I am playing the GPU performance is always at 50-60%.
Not only that the FPS I used to get previously have reduced drastically, e.g. R6S ran at 90 FPS now runs at 40 FPS.
I recently cleared the dust in the fans, so thermals are good.

    Are you connected to power, or playing on battery? GPU gets throttled to lower levels when on battery.

    Check in windows power options the processor maximum state. It should be 100%. Also check the Nvidia settings for whisper mode. If it is enabled the settings may restrict maximum FPS.
    Are you using any other software like xtu, Throttlestop, MSI afterburner, park control etc...?
