I got this laptop in October 2018 and this problem started in December. Before that both fans were rotating. Now in predator sense only CPU fan is rotating and GPU fan is stuck on 0 rpm even while heavy gaming. How to fix this?

Check yourself with either a flashlight if the fan is really spinning or not or by opening it its straight forward easy with any pry tool form a phone repair kit ( this only if you do not have any seals you can open it without voiding the warranty) if you have seals and if indeed the fan is stopped or spinning really slow please contact the nearest acer support center and ask for a fan repair/replacement and i would not use anything which might demand a lot from the gpu (for ex gaming demanding games) to not overheat it too much

Glad you sorted it out :) probably dust or some debris i would also check for obtructions in the output airflow thins just in case also the cooling system (fans and exit ) need clean once in awhile
