It means the user account you are using on windows doesn't have administrator privileges its limited to standard account only you have to have admin account to have full access usually those accounts are created to parental control or in workplaces to control what the employees can and can't do but there is always a work around though which i will not explain here neither will teach to anyone as everyone has to find their own solutions regarding this issue just look for it
