You have to disable secure boot. If that option is grayed out, create a superviser password and this will enable you to change the secure boot option.
Always post the following characterisitcs of the device:
    -Model number
    -Part number(not required, but helpful)
    -CPU
    -GPU
    -Operating system

Helios 300 and Nitro 5 users DO NOT update the BIOS to version 1.22 if you don't want the keyboard's backlight to turn off after 30 seconds even when the device is plugged in.

What windows are you trying to install? Did you try a different USB port? What is the device's model?

Are you sure you followed the exact same procedure using rufus? I don't see a reason why the drive would not appear in the boot menu. Did you try a different USB port. Make sure the USB flash is connected to the USB 3.0 port.

Did you choose to download the .ISO file for disk image and then used rufus to install it on the drive?

You didn't mention whether you tried a different port.

From your screenshot I see that you haven't disabled secure boot.

If you follow these steps I don't see a reason why the boot manager wouldn't detect the USB drive, except:

Is your BIOS set to UEFI or Legacy?

I don't know why the BIOS doesn't have an option to change betwen legacy and UEFI.

Can you connect the USB to a different device and check if boot manager will detect the USB drive?

If the drive is not detect by the other device as well try this. From rufus instead of choosing GPT partition scheme for the USB drive try with MBR. I don't know what else you can try.
