CPU Turbo Boost problem? Aspire v5 591G

Aspire v5 591G..
Intel Core i5-6300HQ  (Turbo Boost 2.3 to 3.2 )
While I'm working ( Rendering ) on my laptop I notice that my laptop in using 100% of CPU. But I can see its boost stable on 2.78 GHz. 
Is it ok or it should go to 3.2 GHz?

    That's about the right practical boost level. You might squeeze a bit more out of it without overclocking by setting the Control Panel power plan to high performance instead of balanced or power saver with battery near 100% charged and charger plugged in. Jack E/NJ
