yes, it's a security added by Google itself, by the way if you remove all of your Google accounts from Settings → Accounts before initiating a reset, normally it will not ask it again.
    I'm not an Acer employee.

How can I fully reset the B1-7A0? Is there an equivalent to "reset the CMOS"?

Yes, you can do a full reset of Android, From the User Manual:

To perform a reset, open Settings then tap Backup & reset > Factory data reset; tap RESET TABLET and then ERASE EVERYTHING.

Click on "Like" if you find my answer useful or click on "Yes" if it answers your question.

Yes, if you haven't already used the Recovery menu to do a reset, you can use the Settings to do it properly.

This unit was reset using the Recovery menu, which does not remove the Factory Reset Protection email address.

I am trying to locate the "original owner" of the device to permit a login, without success so far.
