Booted of home laptop by bipolar hacker

So i come here looking for a solution but didnt 1. Thought maybe other ppl might have same problem. 1st my problem, when i start my acer aspire1 cloudbook 4, I cant load to Windows 10, just UEFI, boot order menu, startup option menu(safe mode driver certification etc)and EDIT BOOT LOG. Didnt know you could do this. Its f8 or f9, not sure anyway it looks like cmd, it has hard disk and partition on the left and long strings of numbers on right in this format.

Alright here is what i think is happening, a hacker that squats on my network started erasing my windows files so i turn the pc off by button right away causing files to corrupt.Leading to this situation. This hacker and i have been battling back and forth since late September but i cant seem to shake him. Im on an xbox1 right now and i can see my curser moving, He always turns on my camera (hints noVGA) and changes my firewall config. Ive restarted,reset factory reinstalled changed service providers, ips, used cmd, shell, changed router and advanced system settings but still cant seem to get rid of him. My network is so secure my son cant get on his ps4 half the time while the hacker is in my laptop with the router unplugged.
 Anyway police wont do nothing and mircosoft wont do nothing even though he 1st hacked in with a free xbox app....thats right you can download a flight sim for free on xbox1 and obtain someones Ip then hacker in as AMD fuel(or another must have service) this is extremely concerning. Im looking for a solution to boot windows, should i swiitch TCM to IPM, select winload.ief file as trusted or finish the boot log menu? I tried bootsec and other cmds but lost windows troubleshooting access. Really need some help. Thanks
