I turned on hw monitor and played games for a few minutes with some app setup running in background. Afterwards in hw monitor it showed a max of about 3.4ghz per core and 80C. Does this mean that 3.4 is the turbo boost mode ? Then what does the 2.8ghz mean which shows up in the laptop specs ? Also is it fine to always let it go to turbo boost if that is what happened ?

Hi! Your laptop's CPU base core clock is 2.8GHZ. When it is under load the core clock increases to provide the maximum performance during heavy tasks. So turbo boost is the function that increases the core clock of the CPU when your computer needs it. It won't damage your computer, just leave the core clocks alone and don't mess with overclocking utilities because those are the risky things.
