I have updated the BIOS to the latest version, created a bootable USB Windows 10Pro install drive and it can't partition the drive. The drive shows in BIOS. Tried DISKPART but that fails, as well. It showed the drive with zero capacity. I can't find a "driver" that doesn't require installation into a working Windows OS. Thank you for any suggestions.

What do you mean diskpart fails? Does the diskpart command prompt DISKPART>  appear? If it appears try this sequence. Jack E/NJ

    DISKPART> list disk
DISKPART> select disk 0 (if it's the only one installed)
    DISKPART> clean
    DISKPART> convert gpt
    DISKPART> create partition primary
    DISKPART> select part 1
    DISKPART> active
    DISKPART> format fs=ntfs
    DISKPART> assign letter c
    DISKPART> list volume

Diskpart comes up. It showed no partitions. I tried creating one, which failed with an error. I did a clear and now it shows as having zero room for a partition and still doesn't allow me to create one.

Back home. Tried following your steps in order.
    List disk
Got disk 0 Online Size 0B Free 0B
             Disk 1 Online Size 59GB Free 0B Gpt *
    select disk 0
Disk 0 is now the selected disk
    DISKPART> clean
DiskPart succeeded in cleaning the disk
    DISKPART> convert gpt
DiskPart has encountered an error: Incorrect function. See the System Event Log for more information.

    Repeated with same results.
