Acer Chromebook 14 - Videos recorded with camera app started opening in the browser recently. Why?

Recently, videos recorded with the camera app have started to open in the browser upon selection. The URL always says something about "external arc content". Also, the info button in the top left side of the URL bar ALWAYS has an "i" (unsafe) instead of the typical secure lock icon when viewing these videos. However, this is only happening in two of the accounts registered on the device and it only started happening recently (I've had the laptop for close to a year). In other accounts, videos just play in the camera app itself. Why is this happening now? What does it mean? Why only on two of the accounts that are on the device?

    Hi Candysnow,
Chrome 21, which updates automatically for (most) users who have auto-updates enabled, contains support for a JavaScript API (Application Programming Interface) that allows the browser to access the webcam and microphone built into (or attached) to your computer or device. Hence the browser may run the videos in camera.
