My CPU is Turbo Boosted even if the utilization is just 10% to 20%

I have a AN515-52. i5 8300H (2.3GHz Base/3.9GHz Turbo), GTX 1050 4GB VRAM, 8GB RAM, 16 GB OPTANE.

Now I have done a clean install of windows and all that for like 2 to 4 times and every time I have noticed this thing that my CPU is at 3.9GHz, every time I play any game. I am using MSI Afterburner for to know my system. Now I don't have any issues of the CPU going to turbo with a new title, but with the old titles that don't demand much, my CPU is always clocked at 3.9GHz. Recently, I was playing Spec Ops - The Line and I have seen that the CPU is at 4007MHz even if the utilization is at 10% to 20%.

Now I have done the Driver re-installation and also the clean installation of Windows. Still this thing persists. Does this have any solution? I just wanna sort this out as my system runs hot because if the bad thermal design. During the game, Spec Ops, at 10% to 20% utilization of the CPU, the CPU temps were on 77 to 85 on average.

    Actually the model is AN515-51 not AN515-52. Sorry for my mistake.

    I have got the solution for this thing. ThrottleStop is the application that I needed. With the click of a checkbox, you can disable the turbo boost. With a bit of tinkering (I don't recommend this for new guys) I can undervolt or decrease the amount of turbo by changing the multipliers.
