Acer Swift 3 ryzen 5 sf315 41 GPU not utilized fully

ive always found gpu being 700 or below ... 700 being rarely, and this is 1101 mhz apu we are talking about.. vega 8 aint made to be throttled for no reason.. btw im on bios 2.11 ive tried reducing cpu usage to even 10% .. i got peak 775mhz but only for 5-10 seconds after i change it.. then it turns back to 600 below... what is wrong with this thing.. ive seen gameplays of the same specs having even 900mhz can someone please explain what i need to do... ive updated to the latest 17.7 ( i also tried 18.10.2 and problem persists)

and yeah before anyone asks me if it affects my gameplay..

A LOT!!! i should be getting 10fps more than im getting and its life or death ingame...

Yes I have done everything above... weird thing is... If I don't move I get 800mhz... If I do.. it slows

Actually .. I set it to balanced... But changed all the advanced settings to max performance when on charge...

Apparently when I created a new plan with high performance .. I got what I needed lol.. sorry and thanks for helping me out !!!
