Your screenshot is from Device Manager. It shows that the Toshiba drive is working properly. You must use File Explorer to open the drive, not Device Manager. Press the WinKey + Rkey. Enter "explorer" without the quotes. The Toshiba drive is labelled the C: drive. You can click on it to open and see what's inside. There are other ways to open File Explorer by using the start button or finding an icon that says File Explorer or Explorer. Jack E/NJ

I know the screen shot is of device manager I just took that one to show I have a disk drive, but when I open file explorer there should be an icon that says eject or whatever and it’s not there

You cannot eject the Toshiba drive. The Toshiba is labelled as the C: drive in File Explorer, not the same description as in Device Manager. The C: drive has all the Windows system files needed to boot your laptop so it can't be ejected. Jack E/NJ

When you double click on Window (C:), it will open your Toshiba drive & expand all the files written to it.  There is no right click option to eject it; because usually there is no reason to do so, unlike with a USB drive.  It's like ejecting the DVD Drive (D:).  Generally there is no reason to disconnect the HDD or the optical drive; unless you want to open up the back & physically remove them.  If you tell us what you wish to accomplish with C drive, then we will be able to offer suggestions.

That DVD drive Icon does not show up in my folder

That's because you must double-click the ThisPC icon, not the C: Toshiba drive. Jack E/NJ

Not all laptops have an optical drive.  The image of your Device Manager does not list a D drive, so it appears that you purchased a laptop that did not come with an optical drive.
We still don't know what you are trying to do with C: drive.
