Hi @ OmegaExorcist
Based on the info you've posted my recommendation would be to a complete PC reset which will erase all of your files and programs.
Steps to initiate a PC reset:
Open Settings > Update & Security
Then from the left panel select 'RECOVERY'.
Now on the right, Under 'Reset this PC' select 'GET STARTED'.
Now you'll be presented with two options:
1) Keep my Files
2) Remove Everything.
Select 'Remove Everyting'. Then a few seconds later the system will reboot and then simply follow the instructions on screen. Make use your system is plugged in and charging as this might take 3-4 hours. Please click 'Like' if you find the answer helpful!

Turn off quick boot - it barely adds some seconds to start up and is not worth it since it never allows for true shut down, and also eats into SSD life cos it works as a stateless hibernate mode.
Try posting a screenshot of you mentioning PS does not detect GPU. Open PS, wait for atleast 5 mins and then take the screenshot.
Also... boot up cold (shut down with quick start up off), and then put it into sleep/hibernate, and then wake it up. This sleep/hibernate after cold start up sometimes helps PS pick up GPU.
