Cpu getting hot , even though the load is less than 50%

Hey , so i have been experiencing something weird

the cpu usage is less than 50% but it still get rather hot , 85 degrees with a peak of 91

its there a reason for that or is it normal that it get that hot in the low usage

There can be services running at the back ground. try to do a clean boot -> follow the steps below. 

1. Press the "Windows + R" key to open a Run box.
2. Type msconfig and click OK.
3. On the General tab, click Selective startup.
4. Clear the Load startup items check box.
5. Click the Services tab.
6. Select the Hide all Microsoft services check box (at the bottom).
7. Click Disable all.

What is your power plan? Shift it to balanced, if it is not on balanced.
