My acer nitro black v15 shut off while plugged in and fully charged. It had a Styrofoam platform with holes cut so it can breathe. I wasn't doing anything that RAM intensive. It was very hot, but it gets this hot often. I cooled it down quickly with a fan, but it won't charge or turn on now.

I've tried resetting the battery with the button on the back, pressing it for over 4 seconds, plugged in or not, then waiting awhile, then pressing power.

I tried unplugging the battery, holding the power button for at least 30 seconds, plugging the power cord in, then replugging the battery, then pressing the power button

Neither of these worked no matter how many times I tried.

Is it possible it's just the power cord? It's worked fine up to this point but I did recently replace the cable.

My warranty is up, so if it doesn't work, should I send it to acer or take it somewhere locally?

The easy option to isolate the issue is by swapping the charger for another, or trying this charger on another device.  You can also check the adapter using a multimeter. Plug in the adapter. Wrigle the cable and check the adapter. Make sure it's putting out the rated voltage. If you see voltage or amperage that jumps around from high to low a high,  Ditch that adapter immediately. Please use only a OEM adapter, not third party. You can get a replacement adapter from Acer.
If the charger is working fine, you may contact a local technician to physically check the laptop or contact Acer support in your region and check fo further options to fix the laptop.
