Help monitor/screen having problems

A few days ago my computer startes doing this.  Everything is working fine.  It even starts up and the screen is clear.  After it is on for a few minutes this starts.  Any input is appreciated.  I'm hoping it is something I can fix myseld.

    Please try the below steps. 

    > Power off your device and unplug all the cables from your desktop
    > Press and hold the power button for 30-40 sec ( this would release any static energy from your device )
    > Now re-connect all the cables and power on the device to check if the issue persist.

    If the issue persist then go to device manager and uninstall graphic drivers. Now, restart the unit to take the effect. 

    If still the issue persist Power off the device and during boot press DEL to access BIOS. check if you see these lines in the BIOS screen. If Yes then it is confirmed to be hardware issue. If no this could be something to do with Operating system for which you have re-install OS.
