Can I use external powerbank to recharge my Acer ES1521-899K, which of the 3 USB ports should I use, are external powerbanks safe, does my Acer laptop have a USB Type-C port?

Which of the 3 ports is/are USB Type-C port? Any specific suggestions w.r.t. powerbank?

How about using Lenovo PA13000 13000mAH Power Bank?

Yes, you can charge your laptop using a powerbank. Provided that your Powerbank must be equal or not less than to the voltage/current that the adapter/charger can provide for your laptop or else your laptop won't charge (but still drain) and it can cause shortage problems with your laptop hardware later on.

For/and which is USB 3 port. USB 3 port looks/shape like an iPhone 5/6/7/8, Samsung S7/S8/S9 charging (female) port.

And also, Since your laptop is Acer Aspire ES1-521-899K. Unfortunately, You don't have USB 3 ports.

Sorry, my mistake. Correction: You have USB 3 but you don't have USB-C [Which supports back-to-back charging].

My mistake again. USB-C ports instead of [USB 3.]***
