A515-51G-58GJ - Samsung 970 EVO is running at PCIe Gen 3x4 but I'm seeing half the rated speeds

I have a A515-51G-58GJ and I recently installed a 250GB Samsung 970 EVO NVMe SSD using the M.2 slot.
I expected to see half the rated speeds, thinking the SSD would use 2 of the 4 available PCIe lanes and run at PCIe Gen 3 x 2. Sure enough, I'm seeing sequential read/write speeds @ 1822 MB/s and 1543 MB/s respectively.

However, both Samsung Magician and HWiINFO64 report the SSD to be running at PCIe Gen 3 x 4. The SSD can achieve sequential read/write speeds up to 3400 MB/s and 1500 MB/s according to Samsung but I'm seeing half the rated sequential read speed.

I am using the Samsung NVMe driver. Any idea why I'm seeing half the rated speeds if it is indeed running at PCIe Gen 3 x 4?
