Aspire E3-111 Laptop F12 Boot does not see USB or USB CD-Rom as a Boot Option

I was able to boot sometime ago using a boot-able USB to Install Ubuntu since Windows 8 crashed because of a virus/hack. Now that I want to access the Bios I get the Admin Password. Since I am unable to access I use a website that provides the Password key and then I can access. But I am still unable to update or change the BIOS admin password. So with all of this said, I change by Boot Priority so that it chooses the USB/CD-Rom to boot. When I boot using F12 I only see the HDD and Network. Does anyone know a way to flash the BIOS without windows? Reset the Bios admin password? Make the computer see the USB-Cd-Rom to boot?
