How do we block calls and voicemail on Acer Z630?

My Acer Liquid Z630 Android version 5.1 model T03 does not allow third party call blocking apps to prevent calls from going directly to voicemail. Even more problematic, the options to block calls in my phone or contact apps, as described in troubleshooting articles, are not available. The settings in my Acer factory contacts and phone apps are very limited (ie: settings in contacts only permits you to choose whether contacts are sorted by first or last name). In short, I have at length tried to no avail block a nuisance caller, and have been frustrated by the poor configuration of my mobile phone and my mobile carrier, who doesn’t allow the conditional call forwarding that many in-store apps need to function properly. I was told to solve this by removing my voicemail! Please let me know if there’s a better option than this. Thank you.
