    Hi,

What is the resolution selected on your external monitor and what is the cable type used for this connection ( ex: HDMI, VGA )

To check you can go to settings > display > resolution.

If the external monitor is set to "mirror" instead of "extend" then it will be the same as the laptop.

That's what he said. If you mirror, and the resolution of the laptop display is some obscure thing, then on your tv it will stretch the image, make it all fugly.

Anyway, if you've got it hooked up via HDMI cable and the resolution set is 1080p, the picture should look perfectly fine. HDMI can handle 7.1 digital surround sound and 4K resolution, all at the same time, so there should be no reason for your image to look crappy... unless you have an older TV that might not support the latest HDMI standard.

Also, try the latest video drivers for your computer.

Gravyb once you select extend check what is the maximum resolution limit is given. try the maximum resolution and check its performance.

I use the max resolution. I may have fixed the issue - installed 1.10 BIOS update (which may have an issue with intermittent shutdowns!), forced an Intel HD Graphics HD620 driver update to v.21.20.16.4627 (09/03/2017) 22/4/18 from 21.20.16.4526 (2016) - the one Win update wants to use, and set the external monitor  (a good quality ViewSonic VP2365-LED 23" monitor, not a TV) as the primary. The last one may have been the killer. Most apps were OK resolution, but I use 64-bit Word 2010 and that had very poor resolution before. It's pretty good now.
