Is Touchscreen Enabled By Default On R11 Chromebook?

Just purchased refurbished Acer R11 from Groupon and the touchscreen doesn't seem to work.  Is it enabled by default or do I need to do something to enable it?  The touch pad and everything else seems to work fine so figured maybe I'm missing a setting somewhere to enable it.  Even flipped the keyboard to switch to tablet mode but still no touchscreen support.

    Hi,

    Yes this device comes with touchscreen enabled by default. however, if touchscreen is not working on your device then please try the below steps.

    You can disable your Chromebook's touchpad or touchscreen if those features are causing problems.

    and enable the flag, then click on RESTART NOW at the bottom of that page.

    Once that's done, you have two new keyboard shortcut toggles available to you -
    <Search> + <Shift> + P will toggle the touchpad off/on
    and 
    <Search> + <Shift> + T  will toggle the touchscreen off/on
